I have the canon t1i, what settings would i use?

take a picture with a tripod focusing on the tree, and a picture without moving the camera focusing on the people, then just cut out the layers using the pen tool in photoshop.

We can’t possibly answer this without being there to take a reading for ourselves.
Try putting the camera on auto-everything and popping up the flash to see how it works out.

You will need to have a long enough exposure to grab the tree lights. Probably a pop of flash to light and freeze your subjects, unless there is a lot of glow. Off camera flash would be nice. If not, dial in some minus compensation and let the exposure be rather darkish. A tripod would be useful, especially if your exposure is longer than 1/30 (which it may be.) It all depends on how much light you have to work with. Here are a couple of examples of night Christmas shots, one with flash and one ambient only. The exif on this first one is: ISO 320, f/4 @ 1/80 S, using an SB600 flash, probably on manual output or minus compensation.
I don’t have the info on the second one, but with no flash, my guesstimate is a higher ISO, and slower shutter speed. The trick to making a good lights/people shot is to capture the ambiance of the lights. In such a picture, you will have dark areas. That’s OK, let them be dark. Be prepared to experiment some, so make sure everyone is bundled up! Have fun.
